В римской республике большинство законов и решений принималось консулами.Каждый год народное собрание выбирало новых консулов. Принимаемые решения поддерживали единство граждан и общественного настроя граждан,что и являлось главным источником силы республиканского Рима.Благодаря этому они смогли покорить этрусков,самнитов и галлов.Секрет успеха заключался в необычной щедрости в отношении союзников и поверженных противников,которым рано или поздно даровалось римское гражданство,что исключало восстания среди покорённых народов.
После после того ,как средиземное море стало "Римским озером", жизнь в риме изменился. Нарастали волнения среди свободных римлян,которые не получили ещё гражданства,огромное количество рабов увеличивал вероятность восстания.Однако в приделах границ Рима не было серьёзных сил,которые могли бы нести угрозу господству Риму.
