На данном примере в каком случае вставляется is или are? По какому правилу?

'Are'в данном случае множественное число, 'is'- единственное.Вот и расставляем:

Is - ставиться для единственного числа.
Are - ставиться для множественного числа.

2. The is a car next to the house.
3. There are two children in the family.
